Essential services need to continue when prevention fails. A security programme therefore has to connect the effort to reduce hostile access with the ability to maintain or restore the physical service people depend on.

CISA released its 2030 strategy on October 26, organising its work around defence, infrastructure hardening and national resilience. Its announcement identifies operational technology and continuity of emergency communications as priorities. It sets a deadline to begin a service review within 60 days, an implementation and measurement plan within 180 days, and progress reporting within 365 days. The official release describes commitments, not completed exercises.

A service boundary makes the strategy measurable

For an infrastructure operator, the relevant unit is a service: water delivered, power supplied or communications restored. Counting security activities alone cannot show how that service behaves under an incident.

Our assessment is that implementation should make dependencies visible. A recovery plan may assume working telecommunications, access to a supplier or a clean control-system backup. Testing one component while leaving those assumptions unexamined can create an unrealistic picture of readiness.

Watch the measures chosen for implementation

The immediate task is to connect existing operating and security responsibilities so an incident does not create competing chains of command. The strategy does not itself change a plant’s control authority or certify its recovery arrangements.

If the forthcoming plan uses service-level measures and documented exercises, it could make resilience progress easier to judge. The next evidence is therefore the implementation plan and the tests behind its measures, followed by the promised progress account. That would show whether a broad national priority has become an operating capability.
