TeraWulf announced a definitive engineering, procurement and construction agreement with Fluor on November 4 for three buildings at its Justified Data Campus in Kentucky. The agreement expands an earlier limited notice to proceed into engineering, procurement, construction, testing and commissioning.
The scope reaches commissioning
The company describes delivery milestones, procurement oversight, open-book cost reporting and performance protections. Guaranteed maximum pricing is being established as engineering and purchasing progress, so a final fixed project price should not be inferred from the announcement.
Cost controls develop with design
The delivery model gives TeraWulf access to external engineering and construction capacity. Coordinating suppliers, skilled labour and commissioning remains central to converting the contracted computing demand into usable infrastructure.
Readiness requires completed systems
Phased ready-for-service completions are expected from late 2027 through the second quarter of 2028. Progress against design, procurement, construction and acceptance milestones will show whether the expanded EPC scope improves schedule and cost predictability.
